Update: Several parties submitted reply briefs this week, including the OMAEG. The OMAEG argued in its reply brief that: (1) AEP-Ohio’s ESP proposal is not more favorable in the aggregate than the expected results of an MRO (i.e. ESP vs. MRO test); (2) the PUCO should reduce the SSO base generation rates to reflect the capacity case order holding that AEP-Ohio’s fully embedded capacity costs are $188.88/MW-D; (3) there is no reason for an RSR in the ESP and it should be rejected; and, (4) the PUCO should approve AEP-Ohio’s Rider IRP-D with a credit level of $8.21 per kW-month.
Additionally, oral arguments took place on July 13, 2012. As expected, selective parties had the opportunity to further address a limited scope of questions presented by the Commissioners. The PUCO intends to issue a decision on or before August 8, 2012.
