Update:  A Stipulation and Recommendation was signed by AEP-Ohio and Staff.  The stipulation stated that Ohio Power Company and Columbus Southern Power did not have significantly excessive earnings in 2011.  OMAEG, Ohio Energy Group, and the Ohio Consumers’ Counsel did not oppose the stipulation.  On February 25, 2014, a hearing was held on the stipulation.  The parties now await Commission approval.
