Update: On March 16, 2015, AEP Ohio filed a memorandum contra Complainants’ motion to prevent termination of service, alleging that there is no basis upon which the Commission may issue such an order against AEP Ohio. Ohio Edison Company, The Cleveland Electric Illuminating Company, and The Toledo Edison Company (collectively, the FirstEnergy electric distribution utilities, or FirstEnergy EDUs) likewise filed a memorandum contra Complainants’ motion to prevent termination of service on March 17, 2015. The FirstEnergy EDUs also filed a motion to dismiss the complaint on the same day, contending that Complainants have not met their burden of stating reasonable grounds for the complaint. Reply memoranda are due on March 24, 2015.
