Update: In an effort to end increased charges that the PUCO recently approved for AEP, OMA Energy Group is filing an application for rehearing requesting that the PUCO reverse its ruling which permitted AEP to reach back to 2012 and recover higher carrying costs through the Phase-In Recovery Rider. The PUCO’s decision is incorrect because it violates the longstanding principle that a utility cannot recoup lost revenues due to regulatory delay. OMA Energy Group will argue that AEP can only collect higher carrying costs on a going-forward basis rather than back to September 2012, which is retroactive ratemaking.
