Update:  On December 4, 2013, the Commission denied the applications for rehearing of several Citizen Groups, Environmental Groups, and the Environmental Law Policy Center.  The Commission explained, among other things, that the applications for rehearing were denied because parties will have a full and fair opportunity to present any relevant testimony concerning implementation of straight fixed variable rate design in the context of each utility’s next distribution rate case, and therefore need not be included in this proceeding.
