Update: Parties filed requests to reconsider the PUCO’s decision to allow AEP to implement a PPA rider that will pass on costs associated with AEP’s interest in the OVEC generating units as the proposal was not part of the original filing and was only suggested by AEP after the conclusion of the hearing. Buckeye Power, Inc. (Buckeye) opposed such requests, supporting the OVEC-only PPA Rider. AEP also opposed the parties’ requests to reconsider the PUCO’s decision. Specifically, AEP argues that the OVEC-only PPA was supported by the record. Nonetheless, AEP still cannot show where the Commission identified record evidence to support its order. AEP requested that the new PPA rider take effect with the first billing cycle in January 2017, which Staff supported.
