Update: The parties continued this week to hammer out a counter offer to present to DP&L by the close of business on Friday, August 10, 2012. Not all intervenors are on board with all parts of the counter offer, but it is being used as a vehicle to narrow the issues and make clear to DP&L how far apart the intervenors are from DP&L’s initial settlement proposal. Essentially, the counter offer would have a competitive bidding process for 100% of the standard service offer load starting in 2013 and drastically reduce the nonbypassable charge DP&L was seeking.
