Update: The PUCO filed a limited set of comments in regard to the complaint that seeks to expand the minimum offer price rule (MOPR) so that it would apply to the resources covered by AEP’s and FirstEnergy’s affiliate PPAs. According to the PUCO, expansion of the MOPR in this fashion would constitute discriminatory treatment. The PUCO recommends that the complaint be rejected and that discussions regarding the MOPR expansion be conducted through the PJM stakeholder process.
