U.S. Sen. Jon Husted, R-Ohio, has introduced the Upward Mobility Act, bipartisan legislation aimed at addressing the so-called “benefits cliff” that discourages workers from accepting additional hours, raises or permanent positions. Under current rules, modest income gains can trigger the sudden loss of public assistance, creating disincentives for career advancement. The bill would establish a pilot program allowing states to better align anti-poverty benefits so support phases out more gradually as earnings increase. Ohio Manufacturers’ Association President Ryan Augsburger said a benefits cliff “traps Ohio workers, stalls careers and guts manufacturing,” noting that employers often see workers turn down opportunities to avoid losing critical support.
