Update: OMAEG intervened in this case in order to ensure that the requested reasonable arrangement appropriately balances any purported benefits to the state and local economies with the costs required to achieve such benefits. As explained in the reasonable arrangement, above-market charges by the utilities unreasonably increase energy costs to manufacturers, making these sorts of reasonable arrangements necessary to attract business to Ohio.
