Update:  On October 15, 2014, the Commission issued proposed rules designed to incorporate S.B. 310 into the Commission’s regulations, and likewise issued an entry requesting comments from interested persons to assist in the review of the proposed rules.  Comments on the draft rules and/or on the business impact analyses must be filed by November 5, 2014, and reply comments must be filed by November 17, 2014.
