Update: The PUCO has issued an entry setting a procedural schedule to review AEP’s Distribution Investment Rider (DIR) costs for 2014. As you will recall, on December 8, 2015, OMAEG filed comments explaining that the auditor selected to investigate the DIR failed to perform field visits to ensure that distribution infrastructure was in-service, used and useful, and installed in accordance with authorized work orders. OMAEG also supported further inquiry into whether there was an over-recovery of property taxes and over-recovery of costs associated with employees’ time. Further, OMAEG expressed concern that even amongst increased DIR spending, data has shown that grid reliability was worse in 2014 than it was in 2010 before the DIR was in place. The PUCO has granted OMAEG’s motion to intervene and has set an evidentiary hearing for November 20, 2017.
