Update: As previously provided, the PUCO’s recent Order set forth a method for calculating the 3% cost cap, hopefully putting an end to complaints that the statutory formula is vague and requires a legislative fix.  Accordingly, the attached outline, which was distributed at this week’s board meeting, further illustrates the formula to calculate the 3% cost cap.
