Update: The PUCO filed a brief set of comments in response to the complaints filed against AEP, FirstEnergy, and their unregulated generating affiliates. The comments cite the PUCO’s belief that its recent approval of AEP’s PPA Rider and FirstEnergy’s Rider RRS rested on its retail ratemaking jurisdiction. The PUCO also stated its opinion that shopping is robust throughout Ohio and that customers are not captive.
