Senator Rob Portman recently unveiled the U. S. Senate Republicans’ "Jobs Plan," billed as a “pro-growth, pro-jobs plan that will create the environment necessary to get Americans back to work and ensure that American businesses are competitive globally.”
The plan requires a balanced budget, makes the research and development tax credit permanent, and prohibits U.S. EPA from regulating greenhouse gasses under the Clean Air Act.
